Western Parkway Project - Contract # 25-125-01

Project Description

The Department is undertaking a project to examine a full range of alternatives for providing a transportation corridor parallel and west of existing Route 1 (Coastal Highway) from north of Five Points (Route 9) to Delaware Route 24. The goals of the project include the following:

  • The Western Parkway is not intended to be a bypass of the Route 1 corridor. The intent of the project is to increase the options available for north-south movement in the study area.
  • The Western Parkway project will examine a full range of alternatives. The project will consider existing alignments, new alignments, transit and bicycle-pedestrian opportunities.
  • The Parkway should be planned with “partial control of access.” This means that access to the Parkway should be limited to connections with existing or future major public roadways. Private entrances or access to future development generally should not be allowed.

Project History:

  • In 1999, DelDOT completed a Grid Concept Study recognizing the need for increasing north-south roadway capacity in this area of Sussex County.
  • DelDOT and Sussex County completed the State Route 1 Land Use and Transportation Study (SR 1 LUTS) in 2003, which recommended the proposed Western Parkway concept.
  • Improvements to the Plantation Road/Warrington Road (Route 1D) corridor are identified in the current DelDOT Capital Transportation Program (CTP).
